Can a user post items without admin rights or logging into the admin area?

No, if you don't enable them to login to admin area, they won't be able to post items. Giving them admin status in this area will enable them to edit your skins and templates.

If you want to enable a user to post items but not change your skins, templates or settings, try adding them to your blog team.
